THE OPPORTUNITY

The Special Counsel – Texas will be a vital part of HTI’s newly launched program in Texas and will work closely with the State Director and other HTI team members to implement HTI’s model in Texas. The Special Counsel – Texas will provide expertise and assistance to designated human trafficking and child exploitation teams, conduct human trafficking assessments, and provide training, resource development, and mentorship to key government enforcement partners, primarily law enforcement and prosecutors in partner jurisdictions.

WHAT YOU'LL DO

Expert Mentorship & Program Implementation

  • Assist and provide enforcement expertise to Texas prosecutors and law enforcement on human trafficking, child exploitation, and related investigations and prosecutions.
  • Advise, support, and conduct legal research for specialized human trafficking investigation and prosecution units/personnel.
  • Identify barriers to effective investigation, prosecution, and adjudication of human trafficking, child exploitation, and related cases in Texas. Identify and execute strategies for overcoming those barriers.
  • Assist in preparing for and conducting knowledge- and skills-based trainings on topics including human trafficking, child exploitation, and related offenses for a variety of criminal justice stakeholders, namely law enforcement and prosecutors.
  • Conduct data-focused legal research to develop impactful resources, tools, and materials to drive successful outcomes in investigations and prosecutions of traffickers in Texas.
  • Analyze state laws, policies, and agency procedures and formulate recommendations on best practices for improving prosecution and investigative outcomes in partner jurisdictions.
  • Maintain and develop organized data reports and systems for monitoring and evaluation of all human trafficking, child exploitation, and related cases throughout partner jurisdictions in Texas.

Cultivate Relationships

  • Communicate HTI’s vision and mission to government officials, practitioners, and other stakeholders.
  • Develop and maintain relationships with law enforcement, prosecutors, and other relevant local and state government officials in Texas.
  • Establish and maintain a positive public relations image.
  • Facilitate coordination between law enforcement, prosecutors, and victim service providers in human trafficking, child exploitation, and related cases.
  • Represent HTI at various meetings and workshops in Texas and the U.S., as required.

HTI Leadership

  • Attend meetings, retreats and other HTI events, as required.
  • Generate new and innovative ideas to advance HTI’s mission and model.
  • Complete additional assignments at the CEO’s and Leadership Team’s request.

WHAT YOU'LL BRING

  • Juris Doctor or equivalent required.
  • 8+ years of prosecutorial experience required (preferably in Texas); specialization in human trafficking / child exploitation or related prosecution highly preferred.
  • Experience training law enforcement and prosecutors on investigation and prosecution best practices related to human trafficking, crimes against children (online or otherwise), domestic violence, and related crimes preferred.
  • Leadership and/or participatory experience with multi-disciplinary teams, task forces, coalitions involving key government stakeholders, non-governmental organizations, and other partners preferred.

  • This is a full-time hybrid position located in Texas.
